After destroying a case that implies a master of crime, they send Harry Callahan below to San Paulo to investigate the slaughter of an opposing dead man in a car. Jennifer (the killer of the man in the car) murders all the rapists that in a brutal way she as his sister violated so much 10 years ago, and she has turned San Paulo to demand his revenge. Harry becomes carelessly involved in Jennifer’s own problems during his investigations, the whole moment without suspecting that she is the killer.
