La situation se détériore rapidement quand certains des hommes de présidents persuadent le Président d’accomplir des actions voilées contre le cartel, dans la violation directe de congrès. Felix Cortez, le chef de sécurité d’Ernesto Escobeda, "la victime" de l’argent manquant, est un du patron de cartel. Cortez essaie de jouer les deux côtés, en ayant l’air d’informer Escobeda du rôle de la CIA dans les opérations voilées contre lui, en essayant d’orchestrer un coup pour reprendre du cartel, avec Cortez comme c’est le patron unique. James Cutter, le Conseiller de Sécurité nationale du Président, fait sa propre affaire de Cortez, avec la connaissance de Présidents et arrête des communications aux troupes voilées toujours en Colombie, par le Député du Directeur d’Opérations, CIA, Robert Ritter. Ryan finit par devenir aller en Colombie sauver le fait de convoiter ops les troupes avec l’aide d’agent de terrain John Clark, mais pas avant un peu de réparation de clôture entre les deux, étant que Ritter a reproché à Ryan les marchandises perdues comm, avec les hommes de Clark étant par la suite capturés par les mercenaires de Cortez.
