Marksman Thomas Beckett (Tom Berenger) is done by NSA officials, William Avery (Denis Arndt) and Richard Addis (William Duffy) to carry out a hidden operation to remove a suspected terrorist. The terrorist positions himself out to be a friend of Beckett and the real purpose of the mission turn out to be something else, than what was told Beckett.
